last time cannot rentas negeri, this time cannot rentas daerah (smaller unit)so even consider KL/SGR/Putrajaya as 1 state, you still cannot cross the smaller unit (Petaling Jaya to Kajang or Petaling Jaya to KL)
technically possible to cross Sabak Bernam to Hilir Perak as no rentas negeri blockage. But again, u got the smaller unit blockage, so nope, cannot cross.
