The full list of barred activities for Kuala Lumpur, Putrajaya and Selangor, according to the press briefing by Senior Minister (security cluster) Ismail Sabri Yaakob are as follows:

- Crossing district borders, unless for work purposes.

- Having more than two persons commuting together for grocery shopping.

- All forms of schooling - primary, secondary, tertiary, training institutes, childcare centres, kindergartens and tahfiz schools.

- Parks and recreation centres.

- Visiting houses of worship.

- All sporting, recreational, social and cultural events, including weddings.

- Entertainment outlets.

Inter-district travel will not be allowed during the CMCO period.

Workers are required to show their work pass or consent letter from employers to travel to another district.

Only 1 positive case from a patron of a gym (Fitness First). He did not get the virus from the gym tho.

The other case is a scare from a patron as well (Babel Fitness). She was a close contact to a positive case and did not get it from the gym as well. And her case turned out to be negative.

So to say gym has been responsible for several cases macam inaccurate?

i would assume traveling from rawang to subang is not allowed as that is considered inter district?

During the last CMCO back in May/June KL, Selangor and Putrajaya were treated as one state. I hope there will be clarification that the same applies this time. Otherwise, roadblocks between KL and PJ??? Impractical - society cannot function.

last time cannot rentas negeri, this time cannot rentas daerah (smaller unit)
so even consider KL/SGR/Putrajaya as 1 state, you still cannot cross the smaller unit (Petaling Jaya to Kajang or Petaling Jaya to KL)

technically possible to cross Sabak Bernam to Hilir Perak as no rentas negeri blockage. But again, u got the smaller unit blockage, so nope, cannot cross.

As far as I can understand this, we can go to work or shop and very little else.
Education is back online, parks and pools are closed. No weddings, religious functions etc.
Deepavali is almost certainly off

Mohd Zuki said the use of online applications should also prioritised to minimise physical presence at offices or over-the-counter services.

He added that the National Security Council (MKN) would be issuing a more detailed SOP in the near future.

Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob today said the Special MKN Meeting had agreed to implement the CMCO in Selangor, Kuala Lumpur and Putrajaya after receiving advice from the Ministry of Health (MOH) and taking into account the increase in the number of Covid-19 cases in districts such as Klang, Petaling and Gombak.

Here’s What You Should Know During The CMCO Starting Midnight Today


Just yesterday, it was announced that Selangor, Kuala Lumpur and Putrajaya will undergo two weeks of Conditional Movement Control Order (CMCO) or PKPB effective starting from 14th October till 27 October. Here’s the detailed SOP to take note of:

1. Roadblocks will be carried out, only 2 persons are allowed to head out for necessaries, high risk person such as children and old people not encouraged to head out

2. Inter-district & inter-state travel are only allowed with proper work permit; Official & detailed work pass from company will only be recognised

3. For those who does in fact have to travel interstate, please head to the nearest police station or just go online for application of an official travel pass.

4. Economic sectors can still operate as usual – restaurants, convenience stores, kiosks, food trucks, food stalls and more to operate from 6AM-10PM daily

5. Takeaway, delivery and drive-thru are encouraged, however dine-in is still available but only 2 person per table

6. Morning and night market that is allowed to operate can still go on but with stricter SOPs

7. Petrol stations operate from 6AM-10PM except those on highways

8.Public transports to operate as usual, including e-hailing and taxi, but with only 2 customers per car

9. Hospitals and clinics can open for 24 hours; Pharmacies to operate from 8AM-11PM

10. All recreational & entertainment centres as well as educational centres are not allowed to operate

11. Outdoor activities that doesn’t exceed 10 persons and non-contact sports can be still be carried out

SOP COMMANDING CONTROL OF PKPB) IN SELANGOR, W.P. KUALA LUMPUR, W.P. PUTRAJAYA

Among the soup that has been agreed is as follows:
PDRM's Movement Control is responsible for implementing control over areas of infection with the help of ATM, APM, APM & RELA

Only two people are allowed to leave the house for the purpose of getting food supply and other needs. High risky individuals and children are not encouraged to go out to public, open and crowded.

Cross-district and state movements involving PKPB areas are not allowed except for;
• For emergency cases such as sickness and corpse management outside the district is allowed but need to submit a movement application to the PDRM.
• Employees are allowed to cross district and state with the condition of having a legal worker pass or letter of truth from employer. For workers from within the same district, they don't have to present employer letter or worker pass. Government encourages employers to allow their workers to work from home (work from home).
• For those who need to go through Selangor and Kuala Lumpur to other states, they are advised to get permission from police station near before traveling.
• Individuals who use air movement through KLIA, KLIA2 and Subang, they also need to get the truth from PDRM.

Economic activities in PKPB area
• All business, economic and industrial activities can be operated.
• Restaurants, shops / dining stalls, carriage vehicles (food truck), roadside hawker, hawker, appetite field / hawker center, roadside dining stalls / kiosk, grocery stores and convenience stores are allowed to operate between 6.00 am to 10.00 night.
• Food purchase is encouraged by driving through, delivery (delivery) or take-away only. However, eating at the food premise (dine in) is allowed but it is limited to 2 people 1 tables with the compliance of the Food Sector Soup.
• Daily market operations are between 6.00 am to 2.00 pm only.
• Wholesale market operation is between 4.00 am to 2.00 pm only.
• Farmer's market operation is between 6.00 am to 12.00 pm
• Night market operations are between 4.00 pm to 10.00 pm.
• However, the operation of the farmer's market and the night market must comply with the strict soup that has been set and needed with the supervision of the R
• Operation hours of gas station are between 6.00 am to 10.00 pm (except for the operation of gas station on the highway allowed to operate 24 hours)
• Public transportation services such as bus stop, Express buses, LRT, taxi / e-hailing allowed to operate.
• Taxi / e-travel service, (maximum of 2 passengers) and food delivery allowed to operate from 6.00 am to 12.00 pm.
• For vehicles that drive workers, they can carry passengers as it has been set before.
Medicine and Health
• Operation hours of government and private hospitals are allowed for 24 hours.

Port and Airport

Religious Activities
• Meeting agrees to suggest to direct the mosque to allow the azan and establish a five-time prayer with the presence of 6 congregation determined by the mosque committee including Imam.
• While management and officers in all non-Muslim worship houses are allowed as many as 6 people.
• However, this suggestion will be brought to JAKIM and the Selangor Religious Authority to be presented to the Under His Royal Majesty Seri Paduka Baginda Yang Dipertuan Agong and Under His Royal Royal Majesty Sultan Selangor to be allowed.
• Further results will be announced by JAKIM and Selangor State Religion Authorities in the near future.

Leisure, Recreation and Culture Activities
• All leisure, recreation and culture activities are not allowed. Entertainment activities including night clubs or pubs, recreation centers, theme parks, indoor playgrounds and cinema are not allowed.

Sports Activities
• Individually sports activities, e-sports, unreal sports and outdoor sports that are not over 10 people are ALLOWED.
• Pool activity, physical touching, fight sports and sports / tournament hosting NOT ALLOWED.
• Sports events and competitions with audience attendance, and events and sports competitions involving participants from abroad are NOT ALLOWED.
• For the practice of centered training that is undergoing by the National Sports Council and Sports Council of State Sports can be continued in Quarantine Based Approach as conducted at the Bukit Jalil and Keramat National Sports Council Complex, the Bukit Kiara Badminton Academy and the Paralimpik Sports Excellence Center of Kg Pandan.

Education
• Institute for Public & Private Public Education, Skill Training Institute, school, kindergarten, kindergarten, tahfiz center and children's care center are closed in this period.
• However, for students of school, IPTA, IPTS who take exams with overseas study institutions, they are allowed to attend exams only and not for learning sessions.

Seminar / Workshop / Conference
• Seminar / Workshop / Course / Training / Conference / Conference and activities related to Meeting, Incentives, Conventions and Exhibitions (MICE) are not allowed. Training in ongoing services can be implemented only in training areas.

Meeting
• Meeting needs to be held in a video conference while the meeting in a face is not encouraged.

Hosting Ceremony
• Official and Unofficial Ceremony of Government and Private, Social Councils such as feasts, wedding and engagement, aqiqah ceremony, prayers, tahlil, anniversary celebrations, birth day celebrations, reunions and other social events are not allowed.

Tourism
• All travel activities outside the PKPB area and into the PKPB area are not allowed.

DOWNLOAD THE MOVEMENT FORM OF THE MOVEMENT COMMITIONAL MOVEMENT CONTROL (PKPB)

As announced by the Senior Minister (Safety) of Defense Minister, Dato ' Sri Ismail Sabri Yaakob in his media conference today, the exception of the cross-border movement using the Parole Control Order Permit Form (PKPB) is only allowed to four individual categories:

1. Individuals from the area who are implementing PKPB which is Selangor state, Federal Territory of Kuala Lumpur and Federal Territory of Putrajaya who want to move to other states due to emergency reasons (pain and death)

2. Individuals who want to cross the area that are implementing PKPB which is Selangor, Federal Territory of Kuala Lumpur and Federal Territory of Putrajaya for emergency reasons

3. Individuals from outside who want to enter the area who are implementing PKPB due to emergency reasons, and

4. Individuals who use air motion through Kuala Lumpur International Airport (KLIA), KLIA 2 and Sultan Abdul Aziz Shah Airport, Subang.

Example of situation:

SITUATION OF CATEGORY 2:
Individuals from the state of Johor who are heading to Penang and have to cross Selangor due to emergency reasons, should fill up and submit the permit form at the police station near the residence in Johor state before making a move.

SITUATION OF CATEGORY 3:
Individuals from the state of Melaka who are about to enter the Federal Territory of Putrajaya due to emergency, should fill and submit the permit form to the police station near the residence in Melaka state before making a move.

However, if the individual who was making a move just now FORGET to fill the form in halfway, it can fill and send it to any nearest station before crossing / entering the roadblock (SJR) established in the area that is currently implementing PKPB.

Need to be reminded that only TWO PEOPLE are allowed in every move. For workers in the same district, they DON ' T NEED to submit employer letter or worker pass.

Always obey the standard operating procedure (SOP) that has been set by the National Security Council (MKN) throughout the PKPB.

Back then, there were many more "unkowns", don't know how many people attended the Sri Petaling mosque event (2k initially reported, then 6k, then 12k, and finally about 16k. And don't know who they were and where they went... many go give talks in tabligh schools.

Now, most of the clusters have links to index cases with travel history to Sabah. It is a matter of speed in contact tracing them. Maybe, the numbers were underestimated, and/or the speed in contact tracing was overestimated.

To be more specific, between Batu Caves and Sunway Pyramid. Will I run into problem with roadblock?

It should be applicable to the red zones only.
And yes, the government should be more specific in defining such areas and using postal codes is a good and clear way to avoid confusion. smile.gif

According to government SOP, you’re allowed to travel freely within KL, Selangor and Putrajaya for permitted activities, among which are, buying essential goods, for medical reasons and engaging in economic activities with supporting documents.

To a certain extent, the enforcement is given discretionary power to decide if your movement is permitted under the guideline.

• Special MKN conference today agree that workers for public sector and private workers are in management and supervision are not necessary to attend office and just work from home (Work From Home)

• MITI informs that almost 800,000 industrial sector workers from the Federal Territory of Kuala Lumpur, Putrajaya, Labuan, Selangor and Sabah will be involved in this order.

• This order will also involve as many as 200,000 public servants in the Federal Territory of Kuala Lumpur, Putrajaya, Labuan, Selangor and Sabah

• There are exceptions to work processes that require existence in office such as the parts involved in financial affairs that make payments, management, enforcement and welfare.

• The employer is ordered to release a travel release letter for every staff who have to work in office during this period.

• MITI will release a media statement regarding this order soon.

• Workers who live in the red zone area need to do a swab test and if the employer asks for PERKESO, the cost will be covered.

Red zones are defined as having more than 40 active cases. So basically, if want to EMCO just red zones, then some districts in Selangor will get hit and some wont. If they need to EMCO, this is the way it should be done, not blanket the whole state. And KL isn't a red zone, so hopefully it gets spared from further restrictions.

In an ideal world, they should just do away with the CMCO as a whole.

Ketua Polis Daerah Petaling Jaya ACP Nik Ezanee Mohd Faisal berkata polis hanya melaksanakan sekatan jalan raya (SJR) di tiga lokasi di daerah berkenaan susulan pelaksanaan Perintah Kawalan Pergerakan Bersyarat (PKPB) bermula 14 hingga 27 Oktober ini.

“SJR didirikan di plaza tol Subang, plaza tol Sungai Buloh dan plaza tol Damansara membabitkan laluan keluar dan masuk, dari dan ke Petaling Jaya.

“Gambar yang dimuat naik ke laman Facebook berkenaan diambil dari akaun Facebook kami namun ia tidak memuat naik status menyatakan ia adalah SJR dan bukan penutupan jalan,” katanya dalam kenyataan di sini, hari ini.

Status yang tular dan mendapat lebih 1,000 perkongsian itu mendakwa semua laluan masuk dan keluar ke Petaling Jaya melalui Damansara, Ara Damansara, Subang, Sungai Buloh, Kota Damansara dan Lebuh Raya Pantai Baru (NPE) ditutup kecuali bagi yang mempunyai permit polis atau surat majikan.

Nik Ezanee berkata orang ramai dinasihatkan terus mematuhi PKPB agar rantaian wabak Covid-19 yang belum menunjukkan penurunan jumlah kes dapat diputuskan dan memperlahankan kenderaan di SJR demi keselamatan petugas dan pengguna jalan raya lain.

The updated conditional movement control order (CMCO) regulations announced yesterday require the majority of public and private workers in management and supervisory positions in the Federal Territories of Kuala Lumpur, Putrajaya and Labuan, and in Selangor and Sabah to work from home beginning tomorrow October 22.

Minister of International Trade and Industry Datuk Seri Mohamed Azmin Ali today clarified that a maximum 10 per cent of staff would be allowed to be physically present at the office, with red-zone testing rules applied, for areas under the CMCO.

This encompasses staff in management and supervisory roles in accounting, finance, administration, law, planning and ICT, with Azmin saying companies do not have to submit applications for these workers, and only have to issue letters of approval for travel for each employee.

However, their time at the office is limited to just four hours from 10am to 2pm, for a maximum of three days a week.

Can during CMCO can ask friend come my house to fix air con ?

My neighbor who live 3 houses away knows know to fix aircon. Can I invite him to my house to fix my aircon ? Will most probably take like 5 hours.

Scare got a rule I missed only family members can be in the house...

The 7-days moving averages were:
26-Sept, 1
03-Oct, 17
10-Oct, 32
17-Oct, 85
24-Oct, 98
31-Oct, 116

If 31-Oct is the turning point, and R-nought is less than 1.0, the number of new cases, each day this week, should be less than 116... or at high double digits, before falling to less than 10 cases each day in the 3rd week of November.

Are you scared someone will report on you? People would only kepoh and snitch on big gatherings.

Anyway, I have seen some sub-con fixing a new awning. This is of course external of the house.

Whether you are confident to invite your friend into your "fortress", it is up to your better judgement.

Both these types of screening are not suspected contact tracing, and could potential form new clusters if the index person stays in a large households or working. New clusters have been reported almost daily.

The post was to use a 7-days moving average on the earlier post showing the number of new cases since 15-Sept. The daily numbers are erratic... thus a moving average can show a trend more clearer.

As can be seen, the trend is clearly increasing each week... from 1 to 116 cases (average number of new cases per day in that week.)

The 7-days moving averages were:
26-Sept, 1
03-Oct, 17
10-Oct, 32
17-Oct, 85
24-Oct, 98
31-Oct, 116

If last week was the turning point, then the average daily cases this week should be less than 116 or total new cases of 812 this week.

Why last week could be the peak? If you look carefully at the weekly averages, the incrementals are slowing down from week to week. (The curve is flattening.)

225 new cases today. Yesterday was 55. The daily numbers are too erratic to tell whether last week is the peak or it is still increasing. Let's wait and see what the numbers will be for the rest of the week.

(Why want to track the changes? It is one way to predict when the cmco would be lifted or extend further.)

Goh Yong Thai was asked to show an authorisation letter when stopped at the roadblock near SJK© Khai Chee in Jalan Segambut.

When he could not, Goh was issued the fine under the Prevention and Control of Infectious Diseases Act 1988.

Kluster Bah Manggis

3 new cases yesterday. 2 in Klang district and 1 in Kuala Langat.

The main location of the cluster seemed to be at Banting, the Sg Emas Flats which has been EMCO from 28/10 to 10/11.

Total cases from this cluster, as at 2/11, is 113.

Edit: The cluster is named after Sungai Manggis, Banting. The emco location and the schools are all in the same vacinity.

BANTING - Seramai 42 penduduk di Flat Sungai Emas dan Taman Sungai Emas di sini, disahkan positif koronavirus (Covid-19) setakat hari ini setelah ujian saringan yang dilakukan sejak 16 Oktober lalu.

PKPD itu membabitkan keseluruhan tujuh blok Flat Sungai Emas dan perumahan teres yang terletak di Jalan Emas 31 dan Jalan Emas 32, Taman Sungai Emas di sini.

PKPD itu dilaksanakan bermula 28 Oktober sehingga 10 November berikutan peningkatan kes positif kluster Bah Manggis di kawasan tersebut.

"Sebagai langkah susulan, kita bersama pihak kesihatan akan mengesan kontak rapat kesemua individu yang disahkan positif untuk ujian saringan.

"Selain itu, kita juga mendapati sebanyak 67 buah rumah membabitkan 268 penduduk telah meninggalkan kediaman mereka beberapa hari sebelum Perintah Kawalan Pergerakan Diperketatkan (PKPD) Secara Bersasar dilaksanakan di kawasan terbabit.

"Dipercayai mereka ini pulang ke kampung. Kita gesa kesemua mereka agar hadir untuk melakukan ujian saringan Covid-19 dengan segera," katanya kepada Sinar Harian ketika ditemui di Flat Sungai Emas hari ini.

Politaik not scared of the virus also. Happy2 go campaigning in Sabah then next target is Sarawak. But keep squeezing us rakyat. Pui.

So many months already, government should have focus on increasing ICU capacity, increasing hospital staff, and increasing PPE. Now want to go back to strict MCO as if the last few months didn't do anything.

Until now no strategy to protect the vulnerable groups - elderly and those with pre-existing conditions.

Malayaisian Airlines Cargo had several cases from one of their suppliers. It's not clear if this was at KLIA or at Subang
There are a lot of foreign workers employed as labour in the airports.

EMCO at Salak Tinggi from 12/11/2020
The government has decided to enforce the Enhanced Movement Control Order (EMCO) at Medan 88 Bandar Baru Salak Tinggi, Sepang in Selangor for two weeks from tomorrow (Nov 12).

Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob said the EMCO, from Nov 12 to Nov 25, would involve 284 premises, 88 shophouses, affecting 800 residents after 39 positive Covid-19 cases were recorded as of Nov 5.

The 7-day MA is still consistent at about 180 new cases each day.

All the major districts in Klang Valley still reporting high number of new cases:

DAERAH KLANG - 48
DAERAH HULU LANGAT - 39
DAERAH PETALING -36
DAERAH KUALA LANGAT - 26
DAERAH SEPANG - 19
DAERAH GOMBAK -7 KES
DAERAH KUALA SELANGOR - 1 KES

Mukim Klang has the most saringan bergejala at 6 cases (half of the total 12 cases in Selangor). These screening from symptomatic patients can potentially form new clusters of their own due to late screening.

There was a bit more info in today's MKN press briefings. Factory workers, ferried away in a bus, maybe provided by their company. The matter is now under PDRM.

- Saringan Bergejala: 12 cases from 9 various locations.
- Saringan Komuniti (Kluster Taman Laut): 2.

Comments:

Kes indeks bagi kluster ini (iaitu kes ke-45077) telah dikenal pasti positif COVID-19 hasil saringan individu bergejala pada 11 November 2020 dan telah dimasukkan ke Hospital Melaka. Saringan kontak rapat telah mengesan sebanyak sembilan (9) lagi kes positif COVID-19.
