photoshop also can...open the image u want an right click on top of the pic n choose "image size..." u can adjust ur desire pixel dimension there.
this my example 240x320 using Adobe Photoshop CS.  |

i don't think N-gage have theme features...if don't have this so u can't use a theme in ur phone, maybe just wallpaper.
