I supposed it could be there is a different between primacy and primacy ST. My previous car using primacy 4 ST (made in Thailand) and is very quiet. Recently got a 2019 car (with 3k mileage only)using primacy 3 (made in Germany) and is no where near as quiet as primacy 4ST
