Currently you can get Google Play Physical gift card in form of RM50 , RM100 & RM200 , to top up your google play account.
The amount is big for someone who may want to spend smaller amount.

So 7Eleven have now introduce Google Play RM10 & RM20 in form of Print on Receipt.
Just like buying your prepaid telco reload from the cashier.

Just walk up to the cashier and ask for Google Play RM10 or RM20 .

Now new line of product ; the PIN will be printed on receipt . and the amount is lesser , only RM10 & RM20 .

in short, if you need bigger reload amount , buy the gift card.
if you need just small amount ; buy the digital code ; via the cashier

actually you can just direct made purchase from your google play with either RM10 and RM20 and google will email you a barcode. Get the barcode and scan by 711 then the purchase is done. u dont have to key in the barcode yourself

That is correct . Google like to have redundant payment option to maximize their reach.
The one you mention is RazerCash option which only good for your own account.

This PIN base sometimes works for other people ; like those parents buying for their kids , or those that want to control their spending , day by day or week by week and only top-up with the pins they pre-purchase
