my tough TG-4 underwater case is flooded and have a leakage somewhere. can it be fixed?

ugh, man that's not worth the risk if you ask me... what if they don't do a good job and it takes in the water again; will they cover the cost of your camera?

Depends on what is the cause, some can still be fixed. TG4 itself is waterproof so your camera should still be fine. Maybe you can look for a second hand housing as many people have upgraded to the TG6.
