dermatologist is the best la ... regular clinic might be just general practitioners and not specialized in the skin area ... they might not be able to give you the best advice or medication

as for gov clinic ... dont' really recommend unless you got tons of time to wait .. they're usually crowded but you can check here for gov clinic list
