Technically not possible and too costly to to do :-)

2G may be used for voice only later if there is no 4G coverage then fallback to 2G.
can consider use a small pieces of low band frequency for 2G to cover the area that 4G cannot cover.

3G & 4G are different network and different backend, the telco needs to really do something on the cell site to upgrade the site from 3G to 4G, except they already have 4G at the same tower.
some users were using 3G as their internet traffic are on 4G network (if they were in the coverage) now and made the traffic more jam, VoLTE won't help in this case, it has to wait the completion of refarm the 3G frequency to 4G frequency but I believe it takes several months to complete, not as simple as a few clicks from their backend system :-)

My area Celcom has no 3G since end of last month, maxis/digi still have 3g coverage in my area

It benefit for all users depends on the phones capability.
Some phone support 3CC and MIMO and 256QAM
some phone support 4CC and MIMO and 256QAM
some phone only support MIMO and 256QAm (who knows)

how to know what QAM I am receiving?
I know maxis doing 4CC and MIMO but don't know they have 256QAM or not, speed is a bit slower than Digi in my area

full bar does not mean good speed, likely when you go downstairs, you are receiving 900Mhz signal...

but which is better than mine, my downstairs only receive Maxis 2G 900Mhz, only sometime got Maxis 4G 900Mhz....
fortunately both telco digi and maxis have vowifi and I got Unifi fiber at home.

For Digi, they already allocated 10Mhz for 4G and 5Mhz for 3G
probably after the shut down, they will expand the bandwidth to 15Mhz

but first of all, 2100Mhz is standard freq for 3G, for 4G you have to check whether your phone is supporting or not, mostly new phone already in the support list.

The facility management have to allow telco to install microcell to those blind spot
if telco doesn't care, is it the building management charging too much or any barrier to not allowing telco to install such small tower?

besides, in order to be less congested on 4G, not only to increase the bandwidth, actually telco needs to build more femtocell or small tower in the building, and those telco backbone also have to use fiber, not to use microwave anymore.

probably cost issue, fiber = monthly fee to Unifi
microwave = as long as direct sight to each tower, it can be used, but there will be some interference when raining and also high latency.

In my area, Maxis already refarm their 2100Mhz for 4G already, before is 10Mhz for 4G and 5 Mhz for 3G, now 15Mhz for 4G

Digi not yet done the 3G refarm, still only have 10Mhz bandwidth for 2100Mhz, and I also don't understand why Digi also allocate 900/1800Mhz for 2G, they should be same as Maxis, allocate 900Mhz for 2G for calls, 1800, 2100, 2600 are fully for 4G.
