Cannot direct cash out as withdraw from credit card will have fees. Some eWallet allow withdraw from balance. find those eWallet & topup & withdraw with less fees.
Example:
Use Bank A credit card topup into BigPay (max 2.5k per month per BP), do local bank transfer (max 2k per month and each time 1k max, fees 0.50 per withdraw)
You do have friends/relatives with BP right? Topup with Bank A credit card into multiple BP until reach Bank B balance transfer limit.
Then balance transfer Bank B to Bank A.
Pay 12 months 0% on Bank B.

P.S.: Normally those 0% Offer is valid for new to product customer.

Can surf direct on banks website too, some banks will offer limited time promotion offer or member only rate. Do check out bank's promotion page. Sometime these offers is not updated on comparison website above.

Normally personal loan is on flat rate and didn't give discount on early settlement. If you have flexi house loan with positive balance, do consider that one too as rate usually lower than personal loan rate. Early "settlement" will reduce interest thus "discount".

Other method like KWSP i-lestari (RM500 per month), KWSP Account 2 Withdraw (reduce housing loan), PRS (pre-retirement withdrawal max 1.5K per provider TnC https://www.ppa.my/wp-content/uploads/2020/...enalty-new.pdf). These should be lower interest rates than personal loan (please compare & calculate fees involved) and can give you some cash or cash flow to overcome any loan or cash borrowed.

Some life insurance will have cash value too and you can borrow against your own insurance policy, not sure about the lend rates. Maybe you can contact your agent smile.gif

Most probably didn't have enough & early deposit couldn't withdraw. Less than 1 year also not worth to do refinance, will have penalty and not much money for withdraw. Maybe take note that in future 2nd house, try to get 90% loan and pump the extra cash into flexi so can withdraw easily plus can reduce interest too.
