I knew few of those non bumi/malay who rejected such offers and instead went to private uni. Me myself didn't get into top 5 university even though my SPM result are 6A 5B(math, add math, english & physic got A1), while my friend who got lower result than me got accepted. Even for among us bumi/malays we were depending on luck. Btw, for the guy i believe if he appeal he most probably will got accepted, depends on what course he apply. If medic in top uni perhaps a bit difficult, they not only based on matric's result but also SPM. Lots students who got straight A in SPM and CGPA 4.0 in matric also compete for the spots, and even among them might not get even bumi/malays.
