Plaster ceiling bro

I just opened the downlight and that is what I saw.

One of the persons who came actually made a hole to the ceiling to check the damage! Only realized dangers of asbestos later so kinda worry now.. Looking at photos I shared earlier, possible to have asbestos? How come few personnels I asked to come for inspection had no fear of asbestos ceiling even part of d ceiling was damaged? I even inquired how they r going to replace the ceiling, they don't seem to worry the risk of removing current ceilings..
