Its rather complicated actually. Sometimes a law is created coz a few people fucked up. Or to a few people from fucking up. But that law impacts everyone else. Theres still need some room for discretion. Law cant be complicated. It must be as simple as possible so the general public can understand.

If want to create a law where it applies to group A ( the fuck ups ) but dont apply to group B ( the non fuckups ), the law will be complicated and will cause confusion. So, to be on the safe side, a law is created that applies to all but leave some room for discretion on the enforcers side.

For example, wearing mask. To simplify it, the gov at 1st said only wear at crowded places. For people with common sense, they can know when to wear it. But the general public are full of idiots. If define the word "crowded" will cause more confusion. So instead they just list down places that need to wear mask. Need to simplify it more.

Actually, theres more to talk about regarding this topic. But 2nite im lazy 😓. To explain it will need to touch on lots of other various topics. Just explaining the use of licence alone will be tldr.

But the conclusion is, discretion is still needed. No country in this world apply full strict enforcement unless its needed or its under a dictatorship.
