water leaking from top floor, no unit(common area), really need some advices

Hi,
There's water leaking from the top floor at my place, i can see some mark within my house and outside the house wall, and from the top floor, that leaking related area is a common area, which there's a water hole there to prevent stagnant water, so probably the leakage is from the piping within. I check with management and management point me to developer, and developer didn't want to do anything.
Anyone can advise on the possible approach on current situation? Both legal and non legal way?

It is clear that common area is responsibility of the management. However most of the issues are that the water from common area goes into your house area and that’s your responsibility.
For example, my car porch has water leak problem. The leak was from upper level outside common area and then down to my car porch. I have to fix this as car porch is deemed my area.
If yours is truly a common area you should demand that management fix this. Why do you need to talk to developer? That’s the responsibility of management

Thanks If it's within DLP, then developer should rectify. If not, whoever collected the sinking fund is responsible.

Management removed the debris and we repaint the wall. But recently, we are getting similar problem again, so i'm highly suspect there are leakage somewhere above

I have to clear my gutter twice a year due to accumulation of dead leaves and twigs leftover by birds. Otherwise I will see waterfall if is there is heavy storm.
