Sorry for being stupid:
What is the goal for this I transfer to you and vice versa?
They're donating money?
This is called marketing strategy.
It is assumable many people aren't aware of the Transfer feature on TnG eWallet where you can transfer money to each other.
Cuz when it comes to transfer money (e.g. help you pay, split bill, owe you this..), the first few things came into mind is either give you cash or bank in transfer.
To let more people know about this, they have this Pay You Pay Me promo so that people will be aware of "such thing" in eWallet service (if they have not aware of it previously).
So more people will use TnG eWallet.
When more people uses TnG eWallet, when consumers like us wanna make payment on something, they would look if merchant can support TnG eWallet.
When there is demand that many ppl ask if the merchant can support TnG eWallet, this could encourage merchants to implement TnG eWallet too.
That's why they provide cashback promos, to encourage you to use TnG eWallet, as well as creating the habit to go mobile payment instead of relying cash like many Malaysians do today.
As if how TnG eWallet earn money? Sponsors lor... Those 99 Speedmart cashback, Tealive promos, TGV promos, etc.
They pay TnG to make their brand appear on the eWallet service that has 4.3 million users and growing (https://www.theedgemarkets.com/article/tng-digital-road-becoming-major-ewallet-player).
For consumer, it looks like TnG eWallet is donating money cuz we get free money for using their service.
But there's actually many other things are happening in the background that many would not realise.
