PETALING JAYA: Malaysia recorded 12 new Covid-19 cases on Friday (July 31), bringing the country's total number of infections to 8,976.

Health director-general Datuk Dr Noor Hisham Abdullah said out of the new cases, five were imported, involving two Malaysians and three foreigners travelling from Indonesia, Qatar and the United Kingdom.

The remaining seven cases were local transmissions, involving five Malaysians and two foreigners.

The local transmission cases involving Malaysians were detected from a pre-operative screening in Hospital Sultan Ismail, Johor (one); the Sivagangga cluster in Kedah (two); a pre-operative screening in a medical centre in Selangor (one); and a screening done at a lock-up in Negri Sembilan before the individual was transferred to prison.

The local transmission cases which involved foreigners were detected in Johor and Sabah.

As of Friday, there are 207 active cases.

Dr Noor Hisham added that eight Covid-19 cases have been linked to the Sivagangga cluster in Kedah.

He said 262 people linked to the cluster have been screened for Covid-19 as of July 31.

Out of the number, eight were found to be positive, 251 negative and three were still pending test results.

“Out of the eight positive cases, five are not Malaysians. Active case detection of close contacts is still being carried out, ” he said in a statement on Friday (July 31).

There are also three patients receiving treatment at intensive care units, with one on a ventilator.

Dr Noor Hisham said 27 patients have also recovered from the disease bringing the number of recoveries to 8,644.

However, one more death due to Covid-19 was recorded, bringing the death toll up 125.

The latest death was patient 8,974, a 64-year-old Filipino man with a history of heart problems.

The man had fever, cough and respiratory problems on July 25 but did not seek treatment.

On July 29, he was found unconscious and taken to the Queen Elizabeth Hospital in Sabah where he died.

A subsequent test showed he was Covid-19 positive.

Five schools in the Kubang Pasu and Padang Terap districts in Kedah, which are linked to the Sivagangga Covid-19 cluster, have been closed with immediate effect until Aug 29.

In a statement today, the state government said that the four schools in Kubang Pasu are Sekolah Menengah Kebangsaan (SMK) Hosba, SMK Megat Dewa, Sekolah Kebangsaan (SK) Hosba and SK Megat Dewa; while the Padang Terap school is SK Kubang Palas.
"All these schools will be closed for 28 days, which includes the 14-day quarantine and 14-day surveillance periods," it said.

This was decided by the National Security Council at a meeting with Menteri Besar Muhammad Sanusi Md Nor today, in line with the implementation of the Targeted Enhancement Movement Control Order (TEMCO) in Mukim Ah, Mukim Hosba and Mukim Binjal (Kubang Pasu); as well as Kampung Ulu Padang Sanai (Padang Terap).
"This involves controlling the public's movement over a one-kilometre radius from the affected Restoran Nasi Kandar Salleh, Napoh.

"Therefore, all teachers living in TEMCO areas are not allowed to report for work, while teachers living outside the affected areas are not permitted to go to schools situated near TEMCO areas.

"Teachers living and working outside the TEMCO areas but need to pass through the said areas can do so," said the statement.

The nasi kandar shop at the centre of the Persons Under Investigation (PUI) Sivagangga Cluster in Kedah was found to have not used the Mysejahtera application or adopt any form of manual visitors' registration.
It had also failed to take the body temperatures of patrons prior to allowing entry, Health director-general Datuk Dr Noor Hisham Abdullah revealed today.

"Our challenge is now to detect close contacts with the absence of the Mysejahtera application or other applications or any sort of other records. There should have been," he said during a press conference at the ministry headquarters today.

He said in areas where there were no records such as the PUI Sivagangga Cluster, Targeted Enhanced Movement Control Order (TEMCO) would be enforced.

Dr Noor Hisham remarked how the index case of the cluster's failure to comply with the Home Surveillance Order had now resulted in a total of 21 positive Covid-19 cases.
"He breached the standard operating procedures (SOP) and we have already fined him. That was our action from the health (ministry) aspect and we need to contain the infection in the community.

"He was found positive and taken to the hospital and isolated.
"I recommend that legal action (is taken against him) under the Prevention and Control of Infectious Diseases Act 1988 (Act 342).
"I ask that we let the law take its course and not take matters into our own hands," said Dr Noor Hisham.

Meanwhile he said it was now compulsory for employers, business operators, companies and premises owners to have the MySejahtera application to enable visitors' registration which will ease the process of contact tracing in the future.

Dr Noor Hisham said the ministry will make it mandatory by incorporating the ruling into the Prevention and Control of Infectious Diseases Act 1988 (Act 342).

"As announced by the Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob earlier, the government is making the use of the application mandatory at all premises to enable the process of close contact tracing of Covid-19 positive cases."

Perlis also feeling the pressure. Perlis MB said he received unofficial news that there might be 10 more cases in Perlis today. Even Friday prayer in Simpang Empat and Sanglang, areas in Perlis is suspended effectively starting today. Back to 4 people only per prayer. No more congregation. Those who live in Simpang Empat and Sanglang also is strictly prohibited from praying in other area. Raja Perlis might be informed too to make such decision.
