Paint first. Otherwise your painter will turn on aircon enjoy and u pay the bill

If on bare finish, yes. If on an existing coat of paint, just sand it and repaint with new coat of paint.

Paint first otherwise when u remove or replace the aircon there will be an ugly silhouette of the old aircon outline..

Definitely yes, proper painting system consists of 1 coat sealer and 2 coats of finishing.

Thank you again. Sand it and use sealer before paint. One of the reason to use sealer because previously the colour on the wall was quite dark.

If old paint is flaky then must sand off whole thing to bare cement then only sealer, paint

If old paint is strong then just whitewash using either matex (or sealer) and paint colour over also ok
