Anyone used the modded QdLink app from https://github.com/weljoan/qdlink-android

Is it ok/safe? I saw few pages back got mention malware/trojan?

It should be fine, as long as its not too low below the minimum value. Those are called radiator expansion tank/overflow tank. If you notice, once the engine warms up, the coolant level will rise and goes back down when cold.
The "real" worries is if the actual radiator(when you open the radiator cap) and the fluid is not there/low.
