[Question] Pay maintenance fee before I get key?

New house owner here. My developer said I can collect the keys now, should have been a few months ago, but delayed I believe because of MCO. In the email I received they ask me to settle any outstanding charge (TnB, Bill Air register, etc) before collect house key, this done
But the second paragraph asks me to pay maintenance fee too (to the JMB) starting April 2020, but I believe nobody moved in yet that time. I see many questions on "Why and What Maintenance Fee", but couldn't find "When I need to start paying maintenance fee" questions online.
Called the JMB they said a few are facing this problem and they are discussing with the developer for solutions. How about the others, do you guys pay before or after u get the key. TQ.

Normally there is a cut off date for commencement of collection of fee irrespective when owner collect the keys.
Nobody stays doesnt mean no maintenance.

TQ. check your spa. usually there would be a 3 months advance/deposit plus one month advance. nobody started staying there doesn't mean that it doesn't require maintenance.

Thanks for the reply, the deposit was already offset by the developer from a previous promotion discount (RM 2000). Other than the sinking fund, Quit Rent and Fire Insurance, the maintenance fee is is charged from April to July, RM 700+. Is there deposit for maintenance fees too?
