 Soundproofing ceiling in condo...need advice

I have abundant of used conveyors belts.

I am planning to

1. Lay a layer on top of current floor tiles, then hard tiles on top of the rubber conveyors. Kind of tired to remind the kids and visitors about running around (stopping noises to downstairs). Its also a big mental burden. This might be a great help. Any comments?

2. Glue and screw the rubber belts on the ceiling.
And then install plaster ceiling to reduce noise from above. They like to drop heavy stuffs on the floor during midnights. From the thread it seems this will not be of a great help. But multiple layers of plaster ceiling might just be too costly. Any thoughts?
