 analog phone line, anyone know how to repair?

What voltage are you talking about? As far as I know the phone line voltage is -48V. When your phone is off hook, then the voltage dropped to -9 ~ -12V.

So, if you are talking about phone line voltage, then must be something faulty or switched on that pull the current. The phone line is current driven device. So, the voltage fluctuation is normal depending on what is using the current.
