Could be a marketing tactic to boost sales.
Official advertisements to make it seem like if you get it NOW from the other resellers, you are saving a lot.
Frankly, resellers will also need to cut prices as it's a very competitive market but they too will end the end settle for a unanimous dead-bottom price.

Take for example my E-510 in Singapore. When in came out in June, it was being advertised everywhere with a RSP of S$1499.
But by just asking over the counter and with a bit of bargaining, you can easily get it for S$1299 to S$1350. That's 10-13% less than RSP, and immediately after the camera model's release into the WORLD market.

So you get the idea... you probably noticed the distributor didn't really care about keeping your interest in buying the D40 from them... it's up to you to get the 'good deals' from the sellers yourself which is the game that's being played. Distributors already make their money by selling to the resellers.

Why not start with a 2nd-hand D50 or even D70s then? No need to be tied to AF-S lens only and your choices for 2nd-hand Nikon lenses suddenly become very wide. Your startup cost can be really low this way. But 2nd-hand gear lifespan will be limited compared to new gear but if you can get a low-usage unit... best of luck.
