For ur case, the router is the culprit... some old routers do not have Smart QoS to distribute the internet fibre bandwidth...also, some routers have strong security protocol and block certain IPs (this is usually on public Wi-Fi eg. KFC, McD, Starbucks, etc.)...hence, poor VoWiFi experience...
