 Question on Windows CALs, Windows 10

Hi, currently im using SQL Accounting on Windows 10 which acts as a server hosting the SQL program.
However lately we are experiencing random drop of connection after we added new PCs which from 15 to 25 now.
Programmer ask us to change the server to Windows Server 2016 Essential which allow up to 25 connections and mentioned the CAL.
however i search online the info is scarce and i found out CAL only if you need to access server function.
Does my terminal which access the win10 server using CAL to access the program?

sorry abit confused on this issue

all running ethernet 100mbps cat5e although is quite old.
but im more interested to know about the limitation of windows 10 as program host.
they said got limit is that true?

lets say i got a windows 10 server sharing a db for SQL accounting.
i can only have max 20 terminals that can access the db at a same time. is that right?

understood but my main concern is, does windows 10 only accept max 20 PC connection at a same time? what's the limit as in usage for that? u got any details?

i.e. the 20 connection limit by devices? or number of connection? or etc?

i've read about this but one of the poster wrote this:
"The EULA clearly states the limit is 20 *devices* NOT TCP connections, and it's only a limit on devices connected to "file services, print services, Internet information services, and Internet connection sharing and telephony services"

so in my case im hosting a file (which is a database) on a win10pro server. which service am i actually using?

our building is an old building with unreliable internet connection. basically anything related with cloud will not be considered and also the subscription probably cost more.

then i have to reformat or install on new drive. everything have to setup again because that server acts as file sharing server too
