 Question on Windows CALs, Windows 10

There are no CAL involved with Windows 10. That only applies to Windows Server. There is no legal or technical way to increase those limits on Windows 10.

Based on what I can find, it looks like network connection. Not PC. A PC may open multiple network connection when connecting to a computer.

If your user needs to read a file directly from a shared folder in order to run the program, it would fall under file services.

If you use an IP address and port number to connect to the database, you should be outside of the limitation. The database would be the one reading the file directly and serving out via it own service.

Unless you know to monitor the network connections to PC acting a server, proving it would be an issue.
