Wont claim to be an expert. I do have experience, so I can only talk based on that.

I dont know what TS' skill level is. If he's just starting, and cost is a concern, get Samsung Tab S6 Lite and download Krita beta, or Medibang.

The best option for stroke quality & performance vs. price right now actually belongs to iPad Pro + Pencil(an Apple product having good price:performance ratio, i know its hard to believe), but only if you're serious about drawing. Otherwise, waste money only.

Tab S6 Lite tu cukup elok dah utk Netflix, Hulu pa jadah tu semua.

Tapi bab sound, cuma iPad Pro saja yang aku boleh yakin cakap bass dia cukup utk dengaq lagu.

Current software are having more and more functions that can compensate for talent.

At this point, it is only a matter of whether he would spend the time and money or not.

In my opinion, time matters more than cost. You can spend so much on bleeding edge drawing software with subscription fees up the ass, but if you grow lazy, you wont get any returns from your investment.
