Time Internet Resident Plan Restriction?, Unable to access file sharing website

It means your device not configured with the public DNS properly and flushed properly, if you still see Time DNS. If using Windows or Linux, you must manually input your public DNS into your network manager/network adapter settings. For Android phones, you can try apps such as DNS Changer and start the app before retesting.

That way each time your router assigns/leases IP to your device it'll push the public DNS instead of your default ISP DNS.
