Hi, anyone know how where I need to troubleshoot this problem?

1) it came out right after booted up into my window/login
2) window was freshly installed 2-3 days ago ( with driver, hardware's utilities,etc )
3) Happened to me before format this pc as well
4) both pc log on with my microsoft account


Anyone know where I need to check to know why OS try to open 'something'?
