That's probably the price for replacing the internal DVD-ROM with a new one. Do a search on Ebay for the price of a replacement DVD-ROM for the XBox and you'll notice it's quite similar to that amount. The DVD-ROM used in an XBox is not the same as the one used in a PC so there's no point in comparing the price to that.
