Govt should help employers save jobs

Some other expert opined that simply helping the businesses is not enough. The govt need to spur spending among the people, because no demand means no sales, no sales then businesses will close down eventually.
The problem is, employer already ask staff to "voluntary" salary reduction, you expect the staff still have mood or money to spend after such voluntary salary reduction?
It's a vicious cycle, salary get cut, staff no mood/money to spend, boss business not good, boss cut staff salary....... rinse and repeat.
