Last time those established stars are willing to come back because TVB is popular. They film TVB dramas to maintain their popularity.

Advertisers are leaving them too until you see they advertise on TV like radio commercials.

They can't maintain so many actors and actresses anymore. That is why a lot asked for early termination of contract.

Those who are still there are cheaper options.

First year watch tvb? It's been this way since 10+ years ago

Tvb is shrinking as they can’t step up their production quality, losing to mainland producer. The plot is still like 20 years ago, never change but with many unskilled actors/actresses. Occasionally there maybe some surprises but the quality is not consistent anymore.

no more tvb then what to watch ? dun want PRC drama too long dragging story line and i feel they all look like same person , thouse fiction super power old drama i dun like dunno what the story about, sword fight here and there, then super laser lighr phew phew , challenge here and there then love story .....boring
