FYI, when I previously tested with Umobile next to a tower, I managed higher speeds.
My short answer will be congestion + inteference (SINR) in your area. Mine is also getting random 12-36Mbps download on any regular day. If I goto other areas, I can get 60-80Mbps download.Still running on the Free 1GB Productivity.

But how do you know you are connected to the same tower you mention ? Do you have your phone showing connected to a particular Cell ID tower or eNodeB ID ?
In my area, my line regularly switch between two towers within <500m, and each tower I may connect to different band each (3, 7) or both (4G+)
Behind my house, there is an even nearer 3rd tower (<300m) but perhaps the antenna is not pointing optimally towards the back of my house (which is blocked by other houses as well). Also I'm mostly at the front part of the house (living room, master bedroom)
