 To take Phd local or overseas, Advice

It all very depends... What field you are working in. What field you plan to take your phd in. Do you have a family... like if you do phd overseas, your family will follow? How is your financial status

Yes, getting a PhD from a highly ranked university overseas will give a good impression initially but the next thing your employer will ask you is where are your publications.

I know a couple of local PhD graduates (who graduated from our five local research public universities) who are able to secure jobs at overseas universities including a quite highly ranked university in the UK. For them, they have massive publications. They are even much better compared to those who graduated overseas but hardly write any papers at all.

A PhD in Management is hardly valued in the industry except in consulting firms and in academia.

the last line is the most important... no value for phd in management without experience compare to technical phd...
you want to work as lecturer after finish phd?
