which version is the best for windows eh?? i heard someone said alpha 13 is the best for windows.. is that true?

hi guys...
first day i was using deluge and the speed was awesome.. today is the second day i'm using and the speed is miserable...
why is that so eh???

and when i run a test on the port that i'm using, more than 5 times the port was closed on my IP... so i was just wondering why this can happen...

please help me!!!
