Business Online Liquor Marketplace and Delivery, Liquor Marketplace like food panda

Dear Members.

Good Day to you all.

I'm planning to create a system similar like food panda but my selling product would be alcohol. Currently, due to MCO many people are preferring to purchase goods from online. So, I came up with an idea in selling alcohol such as whisky, beers and etc in a mobile application format.

My system basically works like this:

1) User can choose the licensed liquor store
2) Items will be listed
3) User can choose the item and placed on the shopping cart
4) User can choose their time to deliver
5) Make Payment (COD or online payment) and order is placed
6) Payment received by admin
7) Order information send to seller and admin
8) Seller click order accepted in his application and notification send to user
9) Seller fulfill the item
10) Admin team will deliver the item to user
11) Order Completed

This system carries :
1) Admin Panel
2) User mobile app
3) Seller mobile app

I planned to develop this system to help people in purchasing original and high quality alcohol from the licensed retailer with the best price available in the town. My concept will be in a free delivery basis around my hometown. Hence, I will only charge certain commission from the licensed alcohol retailer.

So my question is :

1) Do I need any license to deliver alcohol. (Since, my team will be delivering alcohol from the seller shop and I will be not keeping any alcohol beverage in my premise)
2) Does this concept sounds good. Your kind advice and support are much needed.

Since, I'm doing my 3rd year in software engineering, I planned to develop this system by my own. So the system development cost wont be much for me. But, I hardly needed some advice from you all and it will be much helpful for me to start up on this project.

I saw in Happy fresh grocery app, they do selling alcohol beverages from Giant, Tesco and etc in their platform.

Do we need license for delivering?

This system will prompt a message in showing to click the terms and condition before proceeding in purchasing alcohol beverage from this platform. This is how most of the online platform are tackling this problem. My biggest concern is do we need any license or permission to deliver alcohol beverage.

I did some studies on different platform whom selling alcohol beverages and I saw many 3rd party marketplace platform offering stores to sell alcohol beverages. So I had a question on myself if they can do then why not I do it in my hometown, by following the rules and regulation of Malaysian goverment.

If there is no need license in delivering alcohol then I will start this project soon.

(P.S- I have my own SDN.BHD and enterprise company registered under SSM)

not a lawyer of any sort here, but looking at your process flow.....
item 3 ~ 7
this "admin" is doing the contract of adverting, taking order and receiving money......
thus I think this admin can be termed as "selling"

EasyParcel - Domestic - Prohibited Items list - - Alcohol is one of them

and your website (the admin) is not doing only the delivery but advertising, promotion, taking order and accepting payment...thus i think it requires license...
well that is my thought only...I could be wrong...had been wrong many times before...

anyway,...hope you can manage to seek "correct" info from the "correct" legal sources.....Good luck

btw, anyone know of if alcoholic beverages or liquor can be ordered thru Food panda or grabfood?....I did not use those delivery platforms...thus not sure.
