Hi, my fiancé is from Sabah, and I’m from Negeri Sembilan. Is it possible for us to submit the marriage application to KL/Putrajaya JPN without changing our IC to KL ?

1. We’re both currently working and staying in KL but leaving to Sabah after ROM but we want to have our ROM in KL
2. What is the procedure for interstate marriage ? Do we need to submit application to both JPN states physically ?
3. Any other option to go about ?
