If the mall down there not crowded, it is still difficult to expect a crowded food court. During the heydays of Sungei Wang cinemas, or the heydays of DVD and CD sales, there was huge crowd and it naturally created a crowded food court until you had problems finding seats.
Semua salah whoever own the Bukit Bintang plaza empty lot and refused to re-develop it. If there is a convenient connection to MRT station it will naturally attract huge crowd. For example, the food courts at Maluri station actually got good crowd during weekends as it is located next to a busy interchange station.
