When I received my Colombo/Commonwealth plan to study medicine, my contact point was the Australian Embassy. Sure, back then, there was no internet, so the contact point had to be a physical entity with a landline number. Nowadays, I’d imagine the contact point would be a dedicated email for scholar queries.

The scammer wouldn’t have needed to “leave a query on NASA’s webpage”. That’s just plain stupidity and it shows he doesn’t even know how a scholarship award works.
