TS, I was a Windows Phone 7-8 user until the end of Windows Mobile 10, if im not mistaken WhatsApp has already discontinue on that platform, I doubt anyone would develop e-wallet apps for a dead platform.

Windows Phone is a good phone, no lag, no ads, sandbox platform, good camera, dedicated camera button, Youtube run in backgroud out of the box & cheap too (doesn't need highend hardware). Its just too bad apps developer doesn't want/not interested in supporting it, window OS might sound difficult for average user, but in actual its simple to use.

End of the day, apps are important. Without apps, the platform is dead. Eg, BB10, QNX, PalmOS and etc.
