I think it means equivalent of RM 1000 in foreign currency. I still think RM 5 + 1.75% fee is not that expensive compared to withdraw from ATM bank card(with unfavorable forex rate) or from money changer.

I think you need to look at the forex rate they offer and not only the charges.
