Windows 7

On the taskbar, click Start, and then click Control Panel.

In Control Panel, click Programs and Features, and then click Turn Windows Features on or off.

Expand Internet Information Services, and then FTP Server.

    Select FTP Service.
also works for Windows 10, i checked mine

You mean your machine is running as FTP server and you are not sure why?

Try Google -> windows check port used by application

open task manager > start up, check for any FTP server running.
or this, https://www.windowscentral.com/how-set-and-...rver-windows-10

Pretty sure FTP server is not installed by default
