Can pay zakat to other states?
Few years ago when my life suddenly falling apart, I was so in pinch, trying to ask aid from Zakat Selangor. They refuse to help and insist that I ask from Zakat Johor because I'm from Johor and my parents reside there, despite the fact that I've been paying zakat in Selangor for years. And im still salty about it.

Why would you share your wealth to state that refuse to help you when you were at rock bottom of your life?
