Medium are blocked by govt 2 years ago due to political reason so if using default dns server by telco won't be able to access it. Not sure if its still the case now but do check before publishing your content there. Theres no point to publish malaysian targeted content if malaysian can't access it without tinkering with dns or use vpn which most average people won't do.
