Can my company apply for EOT due to MCO?
Yes, developers can submit the EOT application to KPKT. However, priority will be given to projects that are due for delivery during MCO and those with expected CCC before 30 September 2020. FOR ANY DELIVERY OF VACANT POSSESSION DURING MCO PERIOD , DEVELOPERS ARE REQUIRED TO NOTIFY THEIR PURCHASERS (THROUGH REGISTERED MAIL) ON THE DELAY OF DELIVERY OF VACANT POSSESSION PENDING THE DECISION OF THE APPEAL BY KPKT .
What is the process to apply for EOT?
Please refer to Appendix 1 for Tatacara Permohonan Rayuan Pelanjutan Serahan Milikan Kosong Diakibatkan Perintah Kawalan Pergerakan Bermula 18 Mac 2020 by KPKT. Kindly ensure all required documents are in order and complete before submission to KPKT. KPKT WILL NOT entertain application status inquiries by phone or e-mail within the processing timeline.

Are there any special conditions developers need to fulfill before applying for EOT?
Only residential projects governed under the Housing Development Act (HDA) under the purview of KPKT, with valid Advertisement Permit and Developers’ License (APDL) can apply for EOT. If the developer has multiple developments pending VP within the period specified in Item 1, they are required to submit separate applications of appeal for each project based on APDL (one application for one APDL).
Is the application for EOT open for all projects or only projects that are going to obtain VP or CCC?
It is open for all projects, but priority will be given to projects with VP or CCC due prior to 30 September 2020 (urgent cases).
Who is authorised to sign/submit the letter of application for EOT?
Application/submission must be signed by the Director of the Company but the application can be submitted through email to KPKT by the General Manager or Manager.
How long will KPKT take to reply to the application?
Within 14 days upon submission to KPKT. If there is no response or queries received after 14 days, please email to Mr Jayaselan ( jayaselan@kpkt.gov.my ) and Mr Simon( simondavid@kpkt.gov.my ) to enquire. Processing of application will be based upon complete documents provided by the developer and any DECISION OF THE APPEAL WILL BE NOTIFIED ONCE THE MCO IS LIFTED.
What is the standard duration/extended period given for approved application?
Any approved period of extension will be on a case to case basis. Developers will need to provide details on the current progress of works and pending works needed to obtain the CCC and delivery of VP. KPKT will contact each developer if further explanation or documents are needed.
What if the developer had submitted the official letter to KPKT earlier? Do they need to wait for the reply from KPKT or proceed to submit the relevant documents based on Appendix 1?
If the developer has submitted their official letter, kindly wait for the reply from KPKT. For developer who has earlier submitted their complete application and documentation based on Appendix 1, the application will be processed by KPKT. If the application submitted earlier is incomplete (not based on Appendix 1), the developer will have to resubmit their application and indicate that they have earlier made submission but incomplete documentation.
When is the last date to submit the EOT application?
The deadline for the application of EOT due to MCO is 31 December 2020.
