Always install C++ and .Net packs for fresh Windows installs. I never get any issues.

Maybe AMD does not allow core allocation more than its physical cores.

I could test the same scenario for you if you want. I got 12 cores. Maybe 6 instances?

Back on Sandy Bridge to Kaby Lake, yes. They steamroll AMD. Sandy Bridge to beginning of Haswell is cheap too. They start raising prices on Devil's Canyon.
