If the servers are banning Malaysian ISP IP blocks it could be that there's a high number of abuse cases originating from Malaysia. Many players from Malaysian ISPs were caught cheating or abusing their networks, that's why they started banning/blocking/slowing Malaysian-origin IP addresses.
