Is it normal to have slow connection speed on ps4 currently due to covid or just me?

My highest speed is just around 3-4mbps lol (30mbps package)

Due to MRO and Covi-19, all people are stranded at home. When got nothing to do, everybody just Netflix and chill, playing online games and downloads porn so the bandwidth are limited. So bcoz of that most of us are facing slow internet connection. So far only on US/EU (I think) where the download speed are capped by Sony when downloading patch/digital games

Even Netflix is reducing the resolution to support the growing traffic.

Youtube also reduce the video quality to save bandwidth

Surprise that it happen only after 10 pm.. still can watch netflix with high resolution during morning and late evening though..
