Yes, my experience was when I added it, the initial top up has only apple pay payment. Used it straight away at and it works. Going to try top it up with cash at the station later.

AFAIK there is no minimum topup on iPhone Suica. I once topup 30yen just to get the exact balance for my last train fare in Japan

The initial set up of the wallet was minimum 1,000 yen using apple pay. After that you can top up whatever amount using apple pay in the wallet but for topping up from the machine at the station, the minimum is also 1,000 yen, will try to top up at an 7e atm and 7e counter to see if there is any minimum amount for top up.

Ya this was for the initial set up when you add it to the wallet, after that you can top up any amount using apple pay payment in the wallet.
