It's been a very warm winter this season. Some trees were already flowering when I left Tokyo last week. You highly unlikely to see the first blossom in April for tokyo.
The warm winter you've mentioned is something like Genting's coldness??

Kansai full bloom forecast is 27-28 March so no problem.
Tokyo full bloom forecast is like 4 days from now so by the time you go it will be way past peak liao.
Haha, I don't mind even after the peak if there are still some blossoms on trees rather than all fallen off during my visit.
One thing I could do is go to view it at nighttime once landed in Tokyo on 25th.
Between Ninomaru Garden & Chidorigafuchi Park, which might be the ideal one to visit during nighttime?
