 Twitch streams slow and buffering

So I've been watching twitch for quite some time now but lately streams have become really really laggy to the point it's having troubles streaming at even 160p.
I'm using unifi lite 10mbps, and been troubleshooting at talking to Unifi CS but they have to let second level technician to handle my issue and i havent got back from them yet.

Here's what I've known so far:
1) I can watch Youtube 1080p video without buffering, and it task manager under Performance > Ethernet, I am receiving about 10mbps, which is fine. The moment I click on a Twitch stream, it drops to as low as 72kbps.
2) I could not ping twitch.com, keep getting request timed out.
3) This issue is both on my phone and PC connecting to this Unifi lite network, on other network twitch is running fine.
4) I suspect Unifi is blocking or throttling the website, but the Unifi CS denied that (I'm still suspicious that this is the case).
5) I tried on other browsers aside from chrome, same problem.

Would really appreciate it if someone could help me out. Perhaps something in my router settings when wrong? or is there something that Unifi is not telling me?

the problem is if i use my mobile data twitch is running fine so it cant be traffic overload. Only when i'm using this unifi network it's having trouble loading, even at 160p, check task manager receiving only 72kbps from twitch but from Youtube can receive full 10mbps.

Restart my router multiple times ady, tried using different Google DNS and 1.1.1.1 same issue.
Havent tried using VPN, any good ones to recommend?

I'm actually not sure. I stay in a 'not so developed' area so fastest speed is only 10mbps Unifi Lite, so i dont think we have fiber optic. But how to check?
