standard prawnhub ip address is 66.254.114.41 which is confirm blocked by TM

edit hosts file to 66.254.114.40, then prawnhub is able to access
from my understanding, hosts file map the ip with domain manually written by user.

anyway, pointing prawnhub.com to 66.254.114.40 works.

but if i try access the ip 66.254.114.40 directly on chrome, withOUT editing the hosts file, it doesnt work
even if i try ping to 66.254.114.40, its alive, i still cant access from browser. (i ping without editing hosts file, its alive)

if TM only block 66.254.114.41, why i try access via 66.254.114.40 is not working?
